    The ins and outs of European building certification schemes for the energy performance of non-residential buildings: what shall be next?

    - Article 11 (9) of the recast energy performance of buildings directive requires the Commission to adopt a voluntary common European Union certification scheme for the energy performance of non-residential buildings.
    - For this purpose, a market study is under way to explore the target market for this scheme and then identify its scope and positioning and provide realistic suggestions on how to successfully operate such a scheme.
    - The session will put under discussion the first outcomes of this market study.

    Jacob Halcomb has managed and worked on approximately 100 projects totaling roughly 3 Billion USD. Guiding projects from conception, through design, and to construction and operation, he gained valuable insights into the challenges of funding, coordinating, and planning green and energy efficient buildings. In 2009 he added to his experience with a masterís degree in Sustainability Science from Lund University where he also served as an educational committee member at the Centre for Sustainability Studies. In 2010 he joined the UNEPís Built Environment Unit, supporting the Sustainable Buildings Climate Initiative and a number of reports covering Green Economy, Green Buildings and Job Creation, Cities and Carbon Finance, Environmental Indicators for the Built Environment and contributed to work with the UNFCCC and World Bank on Climate Finance and International policy for buildings. In 2012 he joined Ecofys as a senior consultant focusing on international projects.

    Koen Rademaekers is the managing director of Triple E Consulting (a TNO company) since 2012, and was previously head of Ecorysí Energy and Environment unit. Koen has a broad professional background: his extensive experience ranges from the academic (assistant professor in public finance and econometrics), to the private (Fortis bank, Electrabel and Arcelor) as well as the public sector (as the energy advisor of the Flemish Minister of Economics).
    Koen works on energy efficiency in the build environment for nearly 10 years. He has been the project leader of the recast Energy Performance Building Directive (impact assessment) and is currently leading the EU project on 'a voluntary common European Union certification scheme for the energy performance of non-residential buildings'.
